TXO Site Communication – Pass Outs
Texas Operations Emergency Services & Security has continued to see several issues with material, equipment and tool pass outs. Material, equipment & tool pass outs are used to declare items that have been authorized to leave the site.
Key items to remember:
- Pass outs cannot be signed by the same person that it’s issued to. It needs to be a company representative (Dow, Olin, or any other tenant)
- You cannot sign a blank pass out and issue it to a person
- Employee authorizing the pass out must validate the material / equipment is accurate and then mark through all remaining available space to prevent items from being added once signed
- Enclosed trailers, mobile toolboxes / job boxes or portable buildings must be inspected by ES&S prior to traveling to a gate. Call ES&S Dispatch at x2112 to coordinate with one of the fire stations
We realize there is limited information available on the pass out policy and process. A sitewide MOC is being developed to address those issues. For any questions or concerns, please contact ES&S at x2112 or any ES&S Team Leader.

Update (3-19-25) - TXO Gate Closures & Traffic Concerns
| To reduce morning traffic times, Staring March 19th, Gate B-1 will now be open from 5:30 am to 7:30 am, Monday through Friday. All gates for Plant A, Oyster Creek, and Stratton Ridge will continue to operate on their normal schedule. As always, any reduction in gate operations will impact the traffic volume at the other gates. Plan accordingly when traveling to and from the site. Gate information: Gate B-40 – Dow, Tenant & Contractor Gate Gate B-39 – Dow & Tenant Employee Gate Gate B-24 – Dow, Tenant & Contractor Gate Gate B-38 – Restricted to Trucks / Commerce Gate B-26 (Physically staffed on days, remote operated on nights, instructions are at the gate) – Dow, Tenant & Contractor Gate For any questions or concerns, please contact ES&S at 979-238-2161 |
Olin Hazard Recognition Plus (HRP) Awareness
Olin's Hazard Recognition Plus (HRP) Awareness training will be live on Monday March 10th, 2025. The intent is for all contractor partners to view this training and have a better understanding of the HRP process that Olin is using for their Hazard Recognition. Updates to the 'contractor training policy' will be out shortly. It's encouraged to take the course at your next available opportunity, when you visit the local safety councils. Drop dead date is July 1, 2025.
Safety Council code for the course: OLNHRP (This is a 1-year course and should be taken annually)

Please go in and enter YTD Chlorine Institute Work Hours under the Company Work Hours Section of OCASNET.
Going forward Company work hours are required to be reported for Oyster Creek, Plant A/B, and Chlorine Institute Reporting.
Badge Online Appointment Scheduling
Contains information for scheduling an appointment to obtain a badge at B-120.
We have noticed an inflation of badging request which has caused an overload of people at the badge & file office. We strongly suggested using the scheduling system to guarantee an appointment. If the badging office is full they will not be able to accommodate for walk-ins.
Pre-scheduled appointments will take priority over walk-ins.
All contractors and tenants should use the online tool to schedule an appointment for obtaining, renewing, or re-activating a badge.

You have 90 days to implement the training for your employees for existing badges, unless you hit the below triggers:
If they go inactive, they will need to come into compliance with the new training policy before reactivation will be approved.
For new site access badge – all new site access training requirements must be obtained at the safety council. See updated contractor training policy.
